What is OhioLINK?

OhioLINK, part of the Ohio Department of Higher Education, is Ohio’s academic library consortium. Easy, fast access to a vast amount of scholarly material has made Ohio’s higher ed library system the envy of academics across the country and OhioLINK one of the most respected library consortia.  If you are looking for an article or book, chances are that you can get it through OhioLINK. OhioLINK cost-effectively acquires and maintains shared electronic library resources for its members--more than 40 million digital journal articles, more than 241,000 electronic books, and more than 100 databases. It also funds and manages Ohio’s inter-library loan program from a shared catalog of 38 million books and printed items. OhioLINK has leveraged its relationships with publishers to negotiate several read and publish agreements for its institutions’ authors. These publishing agreements allow authors to publish open access at no cost to the authors or additional cost to their institutions, in addition to providing access to a broad range of high-quality research articles from these publishers. What is OhioLINK's Wiley open access agreement?

In addition to OhioLINK member institutions' current access to all Wiley journal titles, OhioLINK has negotiated an upgraded agreement with Wiley that offers an annually capped number of open access articles to be published at no cost for authors.  (Other journal fees such as page and color charges are not covered under this agreement.)

2026 OhioLINK Open Access Publishing Changes for Wiley journals

OhioLINK’s Wiley Open Access publishing agreement is expected to reach annual limits in 2026. This process differs from previous years, due to changes in Wiley’s procedures. Authors may consider alternative APC-free publishing options. Contact your library with questions.

  • Wiley’s fully OA journals (publish only open access articles): Beginning July 1, new requests for APC coverage at submission cannot be approved. Authors will see an APC denial message. This APC coverage denial does not affect the editorial review process. APC payment is required following editorial acceptance in fully OA journals.
  • Wiley’s hybrid journals (publish open and subscription access articles): Limits may be reached as early as this summer. Authors will no longer see the option to request APC coverage following editorial acceptance. They will be able to publish as subscription access without an APC or to pay the APC to publish open access with a 10% discount.

What is Open Access? What does hybrid mean?

Open Access (OA) is a way to publish that makes content freely available with no subscription or access fees. Journal publishers were traditionally compensated for the editorial and distribution work of providing scholarly articles through journal subscription fees. In order to make articles open, publishers can instead be compensated for their editorial services through an Article Publication Charge (APC), which varies by journal title. OhioLINK's agreement with Wiley gives corresponding authors at member institutions the option to publish open access without paying any additional fees. Open access publication often includes licensing the work to allow for reuse, such as Creative Commons licenses.

OhioLINK's 2024-2026 open access deal with Wiley applies to articles published in both their hybrid and fully open access journals. "Hybrid" means that the journal publishes articles that are available either by subscription or through open access. Fully open access journals refer to those that only allow authors to publish articles as open access.

Who is eligible to publish open access under this agreement?

In order to be eligible to publish under this agreement, the corresponding author of the article (see below for definition) must be affiliated with an institution that subscribes to OhioLINK’s Electronic Journal Center (EJC), a database of electronic journal articles from scholarly publishers. Wiley's institutional funding tool allows authors to determine if they are eligible for open access funding through an institutional deal with Wiley.

There is a maximum number of articles across all OhioLINK institutions that may be published as open access each year under this agreement. Should this limit be reached, authors in hybrid journals will no longer see the option to request their article be published as open access at no charge. How does an author choose to publish an article as open access?

Corresponding authors affiliated with an eligible institution who are publishing an eligible article type in an eligible journal are offered the option to publish their article as open access under the agreement.  Requests for APC coverage are subject to availability and verification of institution affiliation.  (See FAQs below for details.)  The process differs slightly for hybrid and fully open access journals.  

In mid-2025, Wiley changed its processes for applying for APC coverage in its fully open access journals.  With this change, requests for APC coverage made at submission are provisional until coverage availability and verification of institution affiliation are confirmed following acceptance for publication. This confirmation process occurs once the fully open access license is signed by the author.  See the "What information and training are available for faculty and authors?" question below.

There is an annual limit to the number of open access articles allowed across all OhioLINK member institutions. (See the “Is there a limit” question below for additional information.)

What is a corresponding author? How is their affiliation identified?

The corresponding author is the person who has agreed to handle the manuscript and correspondence during the publication process.  Wiley calls this single point of contact the Responsible Corresponding Author in their systems.  Corresponding authors identify their institutional affiliation when they submit their article for publication.  Their affiliation is verified following editorial acceptance to confirm eligibility under the agreement.  To help ensure eligibility, choosing a Responsible Corresponding Author with an ongoing affiliation with the institution and use of an institutional email address is encouraged.

When can I publish open access articles under this agreement?

Access to the open access publishing benefits began January 1, 2024 and continues through December 31, 2026.  Requests for APC-free open access publishing under the agreement should be made during this period based on the relevant dates per journal type:

  • In a hybrid journal, the article must be accepted for publication during this period.
  • In fully open access journals, the initial provisional request for OA coverage is made when the article is submitted for publication during this period.  A second check for coverage availability and affiliation occurs following editorial acceptance and OA license signing by the author in order for the provisional request to be confirmed.

All requests for OA coverage are subject to the availability of APC coverage and verification of institution affiliation following editorial acceptance. (See the “Is there a limit” question below for additional information.)

What kind of articles are eligible for open access publishing under this agreement?  Which journals are eligible?

Original research and review articles are eligible for open access publishing in any of Wiley's hybrid or fully open access journals under this deal.

There is an annual limit to the number of articles to be published as open access under this agreement across all OhioLINK member institutions, based on average output across all member libraries. Due to Wiley's process changes, limits will be managed separately for  fully open access journals and hybrid journals in 2026.
